Recruitment of elites in Germany and France

Summary
The issue of the recruitment of elites is a “classic” question
of international social and political sciences, but one that has been
neglected in the Federal Republic of Germany since the middle of the
1960s. The research project takes up this issue and studies it in detail
in a comparison between the core states of Europe - France and Germany.
The aim is to present the forms and patterns of elite recruiting specific
to each nation and its respective culture, which have been investigated
so far in the traditional areas of politics, administration and economy,
but which international research until now has omitted in regard to
the “public elites” of sport. Here the characteristics are
reconstructed as “national models of elite recruiting” in
such differing areas as sport and politics, administration and economy.
With this model it is shown not only that a special elite is constructed
in sport, which bears a close relation to the other elites of the same
society, but also that in the face of the national sporting elite most
qualities of other elites of society can be recognised, although the
officially attributed and performed functions are accentuated in a fundamentally
different way.
